Malta’s new residency-by-investment programme does not provide for the purchase of government bonds. The total amount invested will depend on whether the investor buys or rents the property.

ABOUT THE MALTA'S RESIDENCY-BY-INVESTMENT PROGRAMME

On March 26, 2021, the Maltese government issued a circular according to which new rules for participation in the Malta’s Residency-by-Investment Programme come into force.

The new programme is called Malta’s Permanent Residency-by-Investment Programme. The Programme provides for two ways to obtain the status of a resident: a full contributions of €98,000 if leasing a property for 5 years, and a reduced contribution of €98,000 if purchasing a property.

It is mandatory to make a donation of €2,000 to a local non-governmental organization (NGO) registered with the Commissioner of Voluntary Organisations. In turn, the requirements to redeem government bonds in the amount of €250,000 and to have a minimum annual income of €100,000 have been cancelled. Issues related to the Programme are regulated by new Residency Malta Agency.

The average application process will take 6 to 8 months from submission of the application package

At the moment, participating in the Malta’s Permanent Residency-by-Investment Programme for investment is the fastest way to obtain this status within the EU.

THE COST OF REGISTRATION OF A FAMILY – FROM €130,000

IT IS NOT REQUIRED TO RESIDE IN MALTA

Maltese permanent residency permit does not lead directly to obtaining a Maltese passport, as there is a special naturalisation procedure for this purpose for exceptional merit through direct investment.

However, this status is granted indefinitely (it does not need to be renewed) and entitles the applicant and his family members to visa-free entry to Schengen states, allows them to live and visit Malta without any obligation, and to apply for citizenship after 5 years, provided they live in the country.

In this case, the applicant will be subject to the standard naturalisation procedure, which includes a language test.

  1. Purchase a property for a minimum value of €300,000 (Gozo) or €350,000 (in the rest of Malta);
  2. Rent a property for a minimum annual price of €10,000 (Gozo) or €12,000 (in the rest of Malta);
  3. It is necessary to show possessing of capital assets of not less than €500,000, out of which a minimum of €150,000 must be financial assets;
  4. Administrative fee fee – in the amount of €68,000 if leasing a property for 5 years, and a reduced contribution of €98,000 if purchasing a property;
  5. A donation of €2,000 to a local NGO
  • Spouse – €7,500;
  • Children aged over 18 years – €5,000;
  • Parents– €7,500;
  • Grandparents– €7,500


*Please note: an initial administrative fee of €10,000 is required to start the application process. After receiving the letter of approval in principle, an additional €30,000 of administrative fee must be paid within 2 months. The rest of the amount of money (the total amount will depend on whether you are buying or renting the property) is paid over the next 8 months.

Together with the principal applicant, a Maltese residency permit may be obtained by the following persons:

  • Spouse
  • Minor children
  • Adult children, if they are not married and are dependents of the main applicant
  • Children, regardless of their age, with mental or physical disabilities
  • Parents and grandparents of both spouses

 

  1. Letter of recommendation from an accredited programme agent (original copy);
  2. Power of attorney (original or notarized copy);
  3. Completed forms MRVP1 (for the main applicant) and MRVP4 (for dependents) – originals;
  4. Notarized copy of Global residence (consent form) – if one of the biological parents does not apply for residency, he/she must sign the relevant consent form for his/her child to participate in the programme (a copy of all passport pages that are available must be attached to the filled-in form);
  5. If the participant of the Programme acts as the sole guardian of the child, then he/she is obliged to provide an appropriate court decision;
  6. Original copies of the MRVP2 form for each family member;
  7. The Health Status Form (MRVP3) for each family member (notarized copies of the passports of each of the applicants, as well as a copy of the doctor’s license or the doctor’s number must be attached to the original copy of this form, which is filled in by a licensed doctor);
  8. The results of the security check (original documents);
  9. Documents proving financial wealth (original copies);
  10. Original or notarized copy of the bank statement (must reflect activities in the principal applicant’s account during the 3-4 months prior to application);
  11. Notarized copies of documents confirming ownership of the business (for the main applicant);
  12. Employment documents (if the main applicant is an employee, he/she must submit an employment contract, receipts for wages, tax payment certificate, a letter of recommendation from the employer, etc.);
  13. The original declaration from the main applicant confirming the stable source of his/her income;
  14. Notarized copies of all pages of the internal passport;
  15. Notarized copies of the ID card, if available;
  16. Notarized copies of the temporary residence card (for everyone);
  17. Notarized copy of the birth certificate (for everyone);

The Maltese Residency-by Investment Programme regulations stipulate the following fee structure: an initial administrative fee deposit of €10,000 to start the process; a portion of the administrative fee amounting to €30,000 to be payable within 2 months of receipt of the letter of approval in principle of the application; the remainder of the fee (€28,000 for the purchase of housing or €58,000 for the leasing of a property) to be paid within the next 8 months. The procedure and amount of payments to the licensed programme agent are negotiated privately.
